There are reports from Georgia that Russia is violating the terms of a cease-fire brokered by France just hours ago.
News agencies have quoted witnesses who said they saw Russian troops enter the Georgian town of Gori, where they destroyed a Georgian tank base. There have also been reports of Russian and South Ossetian forces looting in and around the town. US President George W. Bush has used a speech at the White House to express concern about these reports. He warned that Russia's actions were endangering Moscow's role in the international community. Bush also announced that the US military was launching a humanitarian aid mission to Georgia, and he urged Russia to live up to its obligations under the truce. The US president also said that he was sending Secretary of State Condoleezza Rice to Tbilisi in a show of support for Georgia's democratically elected government.
