European Union foreign ministers have expressed broad support for the idea of establishing an international presence in Georgia. Following an emergency meeting in Brussels, Foreign Minister Bernard Kouchner of France, which holds the EU presidency, said that presence would almost certainly not take the form of a peacekeeping force.
He said the Russians would be more likely to accept a mission of European monitors. Kouchner also stressed that nothing would happen without a United Nations Security Council resolution. The meeting comes a day after France brokered a cease-fire to end several days of fighting between Russian and Georgian forces, which began when Tbilisi moved to crush separatists in South Ossetia.
