Ebadi calls on media to foster peace ... promised the aid equivalent of 1 million tons of heavy fuel oil under a February 2007 deal with China, South Korea, Russia, Japan and the United States. Negotiating partners have acknowledged delays but said there were problems such as limited oil storage facilities.
