Bush is concluding his so-called "farewell" tour of Europe in Britain. Near Downing Street in London police arrested 13 demonstrators as 2,500 people protested the war in Iraq and Bush's "war on terror" policies. Earlier on Sunday, Bush and his wife Laura were received briefly by Queen Elizabeth II at Windsor Castle before talks at dinner with Prime Minister Gordon Brown. In an interview with the Observer newspaper ahead of his arrival, Bush had called on Britain not to set a timetable for a withdrawal of its troops from Iraq.
