Georgia has accused Moscow of trying to annex the breakaway Georgian region of Abkhazia.
Earlier, the Russian Defense Ministry said it had sent unarmed personnel from the army's railway force into the region to restore a railroad. Russia's support for the independence aspirations of Abkhazia has been a source of growing tension between Tbilisi and Moscow. Russia already has 2,500 peacekeeping troops in Abkhazia. Georgian President Mikhail Saakashvili has offered the region, which broke away in a war in the 1990s, autonomy and economic incentives. Abkhazia's separatists say they will settle for nothing less than full independence from Tbilisi.
